From the plaque;
The clocktower is originally established in July 1969, for commemorating the International Lions Club Meeting held in Budokan.
As of June 1978, another International Lions Club Meeting is held here so The Club refurbished this tower with additional commemoration of 25th year anniversary of establishing Tokyo Lions Club.
