This Citizen Memorial is located in Chestnut Ridge Park in Ellicott, New York, just south of Buffalo. It is a plaque on a large boulder behind the Casino building.
The plaque is dedicated to Arthur B. Weaver, P.E. who worked as a County Park Engineer from 1925 to 1951. The plaque was placed by the New York State Society of Professional Engineers, which Weaver served as treasurer in from 1930 to 1950.
