Above the entrance to the Water Conditioning Plant's Art Deco building is a tall rectangular relief depicting a huge figure of the mythical Greek water carrier Aquarius providing water to the thirsty citizens of Lansing, Michigan. Aquarius holds a water jug on her proper right shoulder and at her waist she holds a model of a turbine pump with a stream of water pouring down onto four children clustered at her feet. The children represent the thirsty citizens of Lansing.
The relief was funded through the Federal Art Project of the Works Progress Administration in 1938-39.

The mythical Greek water carrier Aquarius graces the front of the building, surrounded by small children, representing Lansing, who are receiving a sprinkling of water.
The 30-foot high windows are atop doors made of heavy metal, brass and copper. -
