The monument was dedicated in 1896 is located at Veterans Park Main & Jefferson Streets Clarion PA.
The 30' tall granite shaft has a soldier holding a flag with both hands standing on the top. Lower on the base of the monument are four other figures, one on each of the four sides. A soldier wearing a cap and a long coat with a cape is on the front is holding his rifle by the barrel with both hands. To the back of the base is a sailor in uniform, sporting a moustache and beard, holding a length of rope. On the right side is an artillery man wearing a helmet while holding a cannon ram. He also is sporting a beard and moustache. The last figure, sporting a moustache, is wearing a sword and a holstered revolver, while placing his right hand in between the buttons of his coat. The shaft has leaves at the top. A band around the center are different military symbols. The base has three steps and four square columns.
The inscription on the front reads:" 1896./IN MEMORY/OF THE SOLDIERS/OF CLARION COUNTY/WHO SERVED THEIR COUNTRY/IN ITS HOUR OF PERIL./1861-1865."
