Following the Spanish-American War, the United States occupied Cuba for a time. As a condition of recognizing Cuban independence, the US required Cuba to insert the Platt Amendment into the Cuban constitution, guaranteeing the US right to intervene in Cuban affairs and leasing land for a naval base in both Guantanamo Bay to the southeast and Bahia Honda to the northwest. In 1912, the US government returned Bahia Honda to Cuba in exchange for expanding the leasehold at Guantanamo Bay..

This site is dedicated to: 100th Anniversary of Naval Station Guantanamo Bay, Cuba
In 1903, the new Republic of Cuba leased to the United States the Naval Reservation on which the Naval Station was to be located. The lease was negotiated to implement an act of Congress of the United States approved 2 March 1902. Each of these contained an identical article, to wit:
"VII. That to enable the United States to maintain the independence of Cuba, and to protect the people thereof, as well as its own defense, the government of Cuba will sell or lease to the United States lands necessary for coaling and Naval Stations at certain specified points to be agreed upon by the President of the United States."
The Naval Station was formally turned over to the U.S. Government at noon, 10 December 1903, on board of the U.S.S. Kearsarge, in Guantanamo Bay. The Commander in Chief of the North Atlantic Fleet represented the United States and Señor Portuando, Chief of the Public Works of the Province of Santiago, represented Cuba. Lt. Commander W.H. Allan, USN, assumed command of the Naval Station that day as the first Commandant.
