According to the KNMI website:

"The KNMI has renewed its precipitation radars with the installation of new satellite dishes in Herwijnen and Den Helder. The new radar network will be officially inaugurated on 12 May 2017 during a festive gathering in Herwijnen.

The radar in Herwijnen replaces the radar on the tower in De Bilt. Due to the many high-rise buildings in the immediate vicinity, the visibility on the horizon in De Bilt has become less and this radar no longer met the requirements set by the KNMI. A new location was therefore sought for the new radar system. The former air traffic control tower in Herwijnen in the municipality of Lingewaal turned out to meet all KNMI requirements. The all-round visibility for the precipitation radar is better there than in De Bilt. There are no high-rise buildings in the immediate vicinity and no high-rise buildings are planned there either in the long term.

Herwijnen, in combination with Den Helder, proved to be the ideal place to get the best possible radar coverage of the Netherlands.

The new radars in Herwijnen and Den Helder are part of the European radar network so that information about precipitation can be exchanged with the surrounding countries. The radars are equipped with the latest techniques, which allow the showers to be followed in more detail. The new system is able to distinguish precipitation type and precipitation intensity even better.

How a radar works

A precipitation radar shows where precipitation falls and how intensive it is. From a series of images it can be roughly deduced in which direction the showers will move, when it will rain or snow where and whether the shower activity will change. The colors indicate the intensity of the precipitation. The radar consists of a satellite dish that rotates and continuously sends out pulses. Those pulses are partially reflected by droplets that hit the signal. Information about precipitation can be derived from the return signal (echo) received by the satellite dishes. Up-to-date information about wind can also be derived from it."
