During the carnaval period many cities in The Netherlands transform their formal/legal name into a carnavals name. Demen transforms into Schottelzakkenrijk.

Many Dutch cities transform their name into a funny/local/carnaval name during the carnaval festive season (mid november - end feb/begin march)
Some examples are:
Eindhoven - Lampegat (Lamp hole - reference to Philips light city)
Waalwijk - Schoenlapperslaand (Shoepolisher country - because of the shoe industry that used to be a lot in Waalwijk and surroundings)
Den Bosch - Oeteldonk (Den Bosch is then a village, not a cuty).

In Demen, they have transformed their name into Schottelzakkenrijk
In Dutch this translates as "Vaatdoekzakland" in English it is Dishclothland". Probably when you are really partying and drunk you are "weak as a dishcloth". The sign welcomes you to Schottelzakkenrijk.
Furthermore the current Prince Carnaval for Demen (Prins Dennis the First (name also mentioned on sign)), welcomes you to Schottelzakkenrijk.
Finally the sign itself shows a clown, which depicts the fact that everyone in during the carnaval period gets dressed and has fun.

Some general information about Demen:
"Demen is a village in the municipality of Oss, in the Dutch province of North Brabant. Until 1810 it belonged to the municipality of Demen en Langel. In 1810 that municipality merged with Dieden to form the municipality of Dieden, Demen and Langel. In 1923, the municipality of Dieden, Demen and Langel merged into the municipality of Ravenstein, which in turn voluntarily merged into the municipality of Oss in 2003."
