Le paquebot Balkan de 1709 tjb construit dans le chantier naval de Dumbarton en Écosse en 1882, faisait 79,24 m de longueur et 11,31 m de largeur. Il assurait, avec les vapeurs Pélion et Corsica, depuis 1915, pour le compte de la compagnie maritime Fraissinet, la ligne Corse sur la liaison Marseille-Calvi, transportant 450 passagers dont 300 permissionnaires et 150 civils, outre ses 32 hommes d’équipage.
Dans la nuit du 15 au 16 août 1918, il est torpillé par le sous-marin allemand UB-48, à 7 milles N 80° O de l’île Rousse. Le navire se mâte et coule très rapidement. Il était armé et disposait de la TSF, mais ne put répliquer, ni même envoyer un SOS.
S’entassant sur 7 radeaux surchargés, 102 survivants ont pu être sauvés. Le second mécanicien du Balkan, Pierre Anfriani, va soutenir le moral des naufragés et organiser le sauvetage jusqu'à l'arrivée des secours qui se positionneront seulement vers 10h00, le 16 août, soit neuf heures après le naufrage. Il y aura environ 400 disparus. Une partie des corps est retrouvée sur les côtes de Corse dans les jours qui suivent.
Les obsèques seront célébrées le 19 août dans l'église Saint Jean-Baptiste de Bastia en présence d'une grande partie de la population bastiaise ainsi que de la totalité des autorités civiles, militaires et religieuses.
