Mr. Smedley was a street entertainer in Richmond who was well known to a generation of children who were amazed by his tricks. His statue stands roughly 7 feet tall upon a small stone base with a plaque adorned with his name. He is wearing a suit with a bowler hat in his hand and a mouse on his head.

The statue was first on display in 1985 at the entrance of the Sixth Street Marketplace. It was removed in 2004 and reinstalled at Jefferson Park in 2014. John Temple "Jack" Witt was the sculptor who also sculpted the nearby Bojangles statue.
