This is a marble girls head made by the Romanian artist Idel Ianchelevici (1909-1994) named "Claire".
Behind Claire hangs a certificate signed on September 11, 1981 by both places.

"Sister-City Partnership
The sculpture "Claire" by Idel Ianchelevici is a guest present of
the city of Maisons-Laffitte to the Mayor of Remagen. The two
cities, formerly arch enemies, founded the 1,000th German-
French city partnership in 1981. The fact that the Mayor of
Maisons-Laffitte at the time had been a resistance fighter
against Hitler in World War II causes the partnership to shine in
a very special light."
