The plaque is part of a walkable timeline that is located on a pedestrian bridge which connects Colonial Williamsburg to the visitor center. The plaque describes one of Lincoln's most famous action: his emancipation proclamation which ultimately made slavery illegal. Williamsburg was the site of the capital of Virginia before it was moved to its current city in Richmond. The plaque says, "Proclaimed freedom for 3 million enslaved Americans".
