Dynamic symbol of the fabulous petroleum industry is Joe Roughneck whose bust appears above, and who is hereby appointed guardian of this memorial. In the year 2056 A.D., this pipe shall be opened and its contents distributed in accordance with the terms of an agreement entered into by Lone Star Steel Company, East Texas Chamber of Commerce, and the trustee Republic National Bank of Dallas. March 16, 1957.
