"The city development fountain is a "gift from Sparkasse Koblenz to the citizens of Koblenz on the occasion of the city's 2000th anniversary". So you can read it on the plaque in the ground in front of it. The second plaque in the floor is also helpful, it shows the location of the fort, the mint and the course of the city or fortress walls, which one then finds again when looking at the fountain.
The fountain was created in 1992 by Willy Heinzen."
