Memorial plaque to Col. Charles Edward Torriano C.B., at the west end of All Saints' church, East Budleigh. It consists of a rectangular brass plaque with a double thin line border infilled with a floriated design. Above the inscription, the Royal Artillery Engineers cypher, and motto 'UBIQUE'. The dedication is in black lettering.

The inscription reads -

ONLY SON OF CAPt CHARLES STRANGEWAYS TORRIANO.
ROYAL ARTILLERY
AND OF MARY ELIZABETH TORRIANO HIS WIFE.
BORN 6th JULY 1833 - DIED 24th JANy 1908.
HE SERVED FROM THE 1st OCTOBER 1854 TO
THE 19th AUGUST 1855 IN THE TRENCHES
BEFORE SEBASTAPOL, INCLUDING THE BATTLE
OF INKERMAN. BOMBARDMENTS OF 17th
OCTOBER, 9th APRIL, 6th AND 17th OF JUNE.
MEDAL WITH TWO CLASPS. KNIGHT OF THE
LEGION OF HONOUR AND TURKISH MEDAL.
SERVED IN INDIA IN 1857 AND '58. WAS
PRESENT AT THE ACTION OF PANDORA.
STORM AND CAPTURE OF LUCKNOW AND
CAPTURES OF THE FORTS OF DEHNIA AND
TIROL IN OUDE. MEDAL WITH CLASP AND
MADE C.B. JULY 1907
