It is a bronze bust on a stone column installed in front of the Town Hall, in Plaza Alfonso X El sabio.
It was done by Aniceto MArinas in 1927.
The inscription put:
"Ramon Pérez Asenjo
Nació en el año 1854
Murió en el año 1919"

Ramón Fernández Asenjo (1854-1919), former mayor of the council. He was born in Caroyas, emigrated to Argentina and on his return he held various political positions.
It was the architect, "at the end of the 19th century, that modernity came to the council. its profound "humanistic character, and generosity, supporting works such as the sewerage system, the Luarca Casino, the pavilion for infectious diseases or aid to poor families.
As Mayor of the then City Hall of Luarca, he carried out the canalization works of the river, the water supply and the sanitation and sewerage system, all works that continue to provide service today. In his management, his commitment to education also stands out, starting up numerous schools in the council, including that of his own hometown, Caroyas, today a social place, and those that we all know as Graduate Schools of Luarca, where they received education. basic so many and so many generations of Luarqueses.
After his death, a popular collection was held to make the bust in his memory inaugurated in 1927, the work of the sculptor Aniceto Marinas; a bust that was displaced from its original place and is currently cornered against a wall of the town hall of Luarca. Ramón Fernández Asenjo died in 1919.
