This reliefs is on the façade of the building City Town Hall in Luarca, and in the Alfonso X Plaza.
The motifs that are seen here are moldings with plants and capitals similar to the Corinthian. They all enjoy perfect symmetry with the middle axis of the façade.

"The City Hall building has a different composition from that of the casino, linked to the idea of the American Louis Sullivan of composing the building according to the division of the classical order: base, shaft and capital.

On the main façade, the architect highlights the central part by means of a curved treatment to highlight the most representative areas. The central window of the attic, formed by a triple arches, recalls the typical system of the Asturian pre-Romanesque window and indicates the desire to include an autochthonous element in the set, in addition to once again showing his taste for eclecticism. The decoration alternates the materials and includes classical moldings, columns and pilasters. The attic windows, also used in the Círculo Liceo building, are particularly curious, reflecting the influence of the Viennese Secession. The City Hall is an eclectic building like most of the work of this architect."
