Blackburn Cemetery is at the northeast side of Norman, northwest of Lake Thunderbird. It is at the southeast quadrant of Franklin and 84th.

The cemetery is well maintained, with shade trees throughout. A circle drive originates from 84th, with two entries which are each bordered by brick columns.
