The City of Springfield's Fresh Paint mural program has been resumed in 2021 after a one year hiatus due to the Covid pandemic. Ten new murals were painted by nationally known artists. Five murals are located in downtown Springfield while 5 murals are located in the predominately African-American neighborhood of Mason Square.
NERO and Souls NYC combined to create the mural located on the Martin Luther King, Jr. Family Services building at 3 Rutland Street (the mural is facing State Street) honoring Martin Luther King Jr. The mural depicts Dr. Martin Luther King Jr. in the lower left quadrant. He is wearing a suit and tie and looking up over his right shoulder while is standing in front of a group of colorful roses. Behind the roses are a group of people in silhouette form with their arms raised in salute. Above is a banner flown by a dove on which is written:
