While the sculptor and Smithsonian Art Inventory should know what the sculpture depicts, this looks more like a statue of Mary than it does of St. Francis.

Looks like Mary not St. Francis. This is the only sculpture at this location... perhaps the statue has been changed out since inventory was done.
