Information on the park:
The park is approximately an acre in size with two picnic tables. The memorial to Robert L. Bynum is towards the west entrance and it consists of a metal plaque on a four foot brick plinth. There is another entrance to the park to the east. There are no other facilities at the park - the town of Cotter is very nearby, however.

Information on Robert L. Bynum:
The only information I am finding on Robert Bynum is that he is buried in the Walnut Hill Cemetery in Cotter. He was born September 25, 1904 and died on December 9, 1971. His headstone shows the spoked wheel of the Rotary Club.
