The town of Montrose lies on the east coast of Scotland in the north-east part of the county of Angus. The town lies on a spit of land between the tidal Montrose Basin to the west, and the North Sea coast to the east. A strip of open ground, named the Mid-Links, runs north to south between the town centre and the beach, and is split by roads separating it into small areas of parks. One of them is Hope Paton Park, named after Miss Hope Henderson Paton, the daughter of a Montrose merchant, who donated £2,000 to the council for the development of the Mid-Links in 1902. A bowling green was opened in 1904 in the park, and just to the south, the war memorial was unveiled in 1922.

The memorial consists of a tall grey granite pedestal, with a bronze figure of Victory clutching a wreath, and standing on a ball above the pedestal. The figure was carved by Montrose sculptor, Henry Snell Gamley, and the memorial was unveiled on June 10th 1922 by Sir James Warrack.

All four faces of the pedestal carry a bronze plaque, with the main south-facing side featuring a large wreath headed by the town's coat of arms. The inscription reads as follows:

'TO THE GLORY OF GOD AND IN SACRED MEMORY OF THOSE BELONGING TO THE BURGH OF MONTROSE WHO GAVE THEIR LIVES IN A GREAT CAUSE 1914-1919'

The remaining three plaques contain 334 names and rank.
