This sculpture is called The Eye of Odin by Erik Trautmann. Originlally it was locate at Oyster Shell Park in Norwalk, but due to construction at that park it was relocated to Calf Pasture Beach in 2011.

It is a large hollow oval, through which the viewer can see the ocean.
"The sculptor, whose parents are from Sweden, said he orignally named the sculpture "Odin" after the Nordic god. Lundberg said he and others are now trying to think of a new name for it.
...
"My references initially always come from nature, and where the sculpture was originally made was in fact on a beach, as well, so it's really appropriate that it's back to a beach location," Lundberg said. "It's like a looking glass. It also takes reference from the sea, like a seashell-type shape in the way of Oyster Park."
