The plaque is attached to a stone locate in a little park in the center of the neighborhood intersection. The inscription says:
"This monument marks the site of a famous Civil War training camp where Union soldiers were taught to shoot. Later these grounds became the rendezvous of rifle clubs and know as Sharpshooters Park."
I searched high and low for more info on the marker and the monument, to no avail.
