New York was the 11th state to ratified the Constitution on July 26, 1788 and thus joined the union of the newly formed United States of America. Waterford Village which is now part of the Town of Waterford was the first village incorporated by the New York State legislature in 1794. Waterford Village is one of only twelve villages in New York still incorporated under a charter, the other villages having incorporated or re-incorporated under the provisions of Village Law.
