The Grand Forks County Fairgrounds, now the River Cities Speedway was built by the Work Project Administration.

Signage at posted coordinates reads:

April 21, 2009
Designed by local architect Theadore B. Wells, this
Works Progress Administration project created jobs for as many as
300 workers from 1936 to 1939. President Franklin D. Roosevelt
Dedicated the Grandstand on October 4, 1937.

The work done here uses stones that have been shaped to fit together is the desired shape.

According to Wikipedia "President Franklin D. Roosevelt attended the 1937 dedication ceremony for the Grand Forks County Fairgrounds grandstand" and this was the largest WPA project in North Dakota. (visit link)
