Situé en dessous de la citadelle, le jardin Romieu aménagé et en partie construit à la fin du XIXe siècle pourrait figurer prochainement avec, entre autres, l'église Saint-Jean-Baptiste et la statue de Napoléon 1er, parmi les éléments du patrimoine de la ville de Bastia classés monuments historiques.
Le jardin Romieu est l'un des seuls jardins urbains de Corse. Lieu chargé d'histoire, il avait été construit sous la IIIe République pour relier ce que l'on appelait la ville haute à la ville basse.
Le but des administrateurs urbains de l'époque était de démontrer que, malgré sa modeste taille, Bastia disposait de toutes les infrastructures nécessaires.
En replaçant cette construction dans son époque, Bastia avait connu une arrivée massive d'ouvriers, souvent pas très bien logés et qui passaient beaucoup de temps à l'extérieur de chez eux.
Des lieux confortables avaient alors été construits afin d'éviter un mouvement revendicatif.
Un travail considérable avait été entrepris lors de la création de ce jardin. La ville doit d'ailleurs le grand escalier traversant du jardin au célèbre architecte bastiais Augustin Viale.
La construction de ce lieu avait été rendue possible grâce à l'important don qu'avait fait M.Romieu, coutelier métallier, qui habitait la maison limitrophe au jardin.
