This is a musically-themed painted utility box in downtown Norwalk. It is located on an island near the library, at the intersection of Belden Ave and Wall Street. It is decorated in bright colors with drums, guitars, a piano keyboard, a saxophone, and music notes.

On the front is the SPAG logo and it reads "in memory of our dear friend Tony Mobilia."

SPAG is the St. Philip Art Guild, a local art community. Tony Mobilia was a member of this group and has paintings featured on their website. he died in October of 2020.
