"Designed by the architect Jacques Ferrier, this building 90 m long, 28 m wide and rising 33 m in height, takes place on the left bank quays of Rouen, between the Gustave-Flaubert bridge and the performance hall 106, on the Jean-de-Béthencourt quay.
The cost of its construction is 25,000,000 €. The first stone was laid on July 6, 2015 for commissioning in July 2017. Like 106, it is a passive building.
The new headquarters of the Métropole de Rouen Normandie, which has 350 employees, produces more energy than it consumes. Its energy needs do not exceed 120 kWhep / m² per year and are offset by the production of renewable energy.
Limiting the energy needs for heating is possible thanks to the use of high-performance insulation and triple-glazed windows throughout the building. The double envelope of the building also reinforces the passive thermal protection of the facades.
2,000 m² of photovoltaic panels and a heat pump on geothermal probes allow the production of renewable energy.
As a particularly innovative building, Building 108 received the American Architecture Prize 2017."
