Designed to make throwing away trash more fun, Porky is a vacuum-powered eater of paper who can speak and ask for paper. Porky wasn't the first, that distinction goes to Billy the Litter Eater at Wheaton Regional Park who no longer exist. Porky the Litter Eater was installed in 1966 and was the brainchild of the director of the Maryland-National Capital Park and Planning Commission. Both litter eaters were custom made by park employees and no others existed.

Today Porky still greets people with a digital recording of his message asking for trash. He is still maintained by the park and happily greets visitors and trash enthusiast ever day.
