I can find little other than the Herman Arts council at one time or another had a program but local youth to paint the utility boxes and have them sponsor some one from the area.

Text on Utility Box: The Hermann Arts Council serves as an advisory body to the City of Hermann's Mayor and Board of Alderman. Its mission is to encourage and sponsor a variety of visual and performing arts programs for the advancement of cultural awareness and the arts in the Hermann area.
