" La Tour Jeanne d'Arc est le seul vestige du château construit à Rouen, de 1204 à 1210, sur ordre de Philippe Auguste.
Quand il fait main basse sur la Normandie en 1204 et sur la ville de Rouen, jusqu'alors sous la domination anglaise de Jean sans Terre, Philippe II Auguste fait construire un vaste château fort dans le quartier Bouvreuil, sur les ruines d'un ancien amphithéâtre romain.
Son but est évidemment de surveiller la ville. Mais le donjon, autrement dit la tour Jeanne d'Arc, est bâti à cheval sur l'enceinte de la forteresse et l'extérieur de la ville.
Ainsi le roi peut aussi surveiller le château. Celui-ci sera d'ailleurs occupé la plupart du temps par des officiers de la Couronne chargés de gérer la ville. Le roi de France est en effet représenté à Rouen par un bailli et un vicomte, ce dernier étant responsable de la collecte des impôts royaux.
À l'époque des guerres de Religion, le «château Bouvreuil» tombe aux mains des adversaires de la Ligue. Le chevalier d'Aumale entreprend son démantèlement en 1590.
Tandis qu'on bâtit des hôtels particuliers sur l'emplacement libéré, la tour devient une propriété privée. Elle est rachetée par un couvent de Bénédictines en 1683.
À la Révolution, donjon et ruines sont vendus comme biens nationaux. Au XIXe siècle, le donjon est utilisé comme filature, puis comme buanderie.
Il est classé «monument historique» dès 1840, ce qui le sauve de la destruction. Achille Deville, inspecteur des Monuments historiques et conservateur du musée des Antiquités, lance une souscription nationale en 1868 pour que l'État puisse le racheter.
Il est alors restauré par l'architecte Desmarets sur les indications de Viollet-le-Duc. En 1884, le donjon est cédé au département de Seine-Inférieure qui doit l'entretenir et l'ouvrir au public.
À l'heure actuelle, le donjon abrite un petit musée essentiellement dédié à Jeanne d'Arc. On peut y voir des œuvres d'art (bronzes et tableaux) sur ce personnage très polémique de l'histoire de France.
L'intérêt archéologique ne doit néanmoins pas être oublié : la tour Jeanne d'Arc, avec ses trente-cinq mètres de haut, ses quinze mètres de diamètre et ses murs de quatre mètres d'épaisseur, est considérée comme un exemple type du donjon cylindrique du XIIIe siècle. "
