This is the location of a sundial given to the city of Fargo commemorate the centennial of North Dakota.

North Dakota and South Dakota were admitted to the Union on November 2, 1889. President Harrison signed the statehood documents after shuffling them, so no one knows for sure which became a state first. North Dakota is listed as the 39th state and South Dakota the 40th, but only because alphabetically, North comes before South.
The monument, a sundial on an inscribed granite base, at this location was given to the city of Fargo in celebration of the 100 anniversary of North Dakota achieving statehood.
