The Clock Tower was originally a gateway to the fortifications of Saint-Jean d'Angély dating from the 13th century and which spanned a street in the city, it was then called "the porteau du grousin". This construction is the symbol of the communal freedoms of the city, obtained thanks to a charter granted by Jean Sans Terre in 1199 and confirmed by Philippe Auguste in 1204 in thanks for the help given in the war against the English.
During the Hundred Years War, the English troops of the Earl of Derby seized the city, in 1351 King John the Good took it back but in 1356 the English reinvested it again. These events were accompanied by the destruction of the ramparts and Duguesclin, welcomed as a liberator in 1372, found them in very poor condition. With special permission from the king, taxes are levied to rebuild them. It was therefore at the end of the 14th century that the tower, threatening to ruin, was destroyed and rebuilt at its current location from 1406 to 1410, and became a belfry near the aldermen. The mason Jehan Giraud was in charge of its construction and the carpenter Jehan Dorin of the covering and the installation of the bell.
The Sin (from the Latin signum), a large bell cast in 1277 symbol of the town's communal rights, was installed there. This bell rang to reunite the members of the Echevinage to the "mesées", signaled the curfew, warned the population of important events and sounded the alarm with repeated blows: the "toque sin". Cracked in 1711, it was rebuilt in 1731.
Located in the heart of the city, the tower escaped the demolition of the ramparts ordered by Louis 13, following the surrender of the city in 1621.
In the 18th century, the Clock Tower was used as a prison.
In 1764, the original lead cover was replaced by a lower new one, covered in slate with four sides. This roof was completely restored at the beginning of the 20th century.
In 1856, a mechanical clock was installed there by practicing in the various floors of the hoppers for the passage of the weights necessary for its operation. Reformed several years ago, the mechanism is now electrified.
In 1998 restoration works were undertaken. They mainly consisted of cleaning the exterior and interior masonry, and repairing the roof. The clock was replaced by an electronic clock and located in the attic (dials were placed in the skylights of the latter). The 4th floor has been fitted out to welcome visitors and the machicolations have been fitted with joinery to ensure public safety.
The Clock Tower was classified as a Historic Monument on April 25, 1892.

La Tour de l'Horloge est à l'origine une porte d'entrée dans les fortifications de Saint-Jean d'Angély datant du 13e siècle et qui enjambait une rue de la ville, on la nommait alors "le porteau du grousin". Cette construction est le symbole des libertés communales de la cité, obtenues grâce à une charte accordée par Jean Sans Terre en 1199 et confirmée par Philippe Auguste en 1204 en remerciement de l'aide apportée dans la guerre contre les Anglais.
Pendant la guerre de Cent Ans, les troupes anglaises du Comte de Derby s'emparent de la ville, en 1351 le roi Jean le Bon la reprend mais en 1356 les Anglais la réinvestissent à nouveau. Ces événements s'accompagnent de la destruction des remparts et Duguesclin, accueilli en libérateur en 1372, les trouve en fort mauvais état. Avec autorisation spéciale du roi, des impôts sont prélevés pour les reconstruire. C'est donc à la fin du 14e siècle que la tour, menaçant de ruine, est détruite et reconstruite à son emplacement actuel de 1406 à 1410, et devint un beffroi à proximité de l'échevinage. Le maçon Jehan Giraud fut chargé de sa construction et le charpentier Jehan Dorin de la couverture et de l'installation de la cloche.

Située au coeur de la ville, la tour échappa à la démolition des remparts ordonnée par Louis 13, à la suite de la reddition de la ville en 1621.
Au 18e siècle, la Tour de l'Horloge servit de prison.
En 1764, la couverture d'origine en plomb fut remplacée par une nouvelle plus basse, recouverte en ardoise à quatre pans. Cette toiture fut entièrement restaurée au début du 20e siècle.
En 1856, une horloge mécanique y fut aménagée en pratiquant dans les différents planchers des trémies pour le passage des poids nécessaires à son fonctionnement. Réformé il y a plusieurs années, le mécanisme est aujourd'hui électrifié.
En 1998 des travaux de restauration furent entrepris. Ils consistèrent principalement en un nettoyage des maçonneries extérieures et intérieures, et en la réfection de la couverture. L'horloge a été remplacée par une horloge électronique et située dans le comble (des cadrans ont été disposés dans les lucarnes de ce dernier). Le 4e étage a été aménagé pour accueillir des visiteurs et les mâchicoulis ont été équipés de menuiseries pour assurer la sécurité du public.
La Tour de l'Horloge a été classée au titre des Monuments Historiques le 25 avril 1892.
