The bas-relief consists of three parts. In the upper part there are several heavily armed soldiers in a combat situation. The lower part shows workers of different professions: A steel worker, a farmer, a shepard, a miner etc. In the middle there are three persons. One waving a flag, one with a pickaxe and a solider. The building was made in 1939, but the relief is younger than that.
"After the year 1945, with the first government after the war until now, it serves as the building for the Council of Ministers and the State Protocol.
In the year 1974 on the right face of the building, a relief mural designed by a group of Albanian sculptors (Muntaz Dhrami, Shaban Hadëri, Hektor Dule, Kristaq Rama), was placed as a symbol of tradition and the people."
