Construction of the War Memorial Building began in 1936 by the City of Holyoke and the Federal Public Works Administration. The limestone building was designed in the prevailing depression era, Federalist Art Deco/Moderne style by architect Ferdinand Henry Franz. It was primarily intended to be a memorial to the veterans of World War I. Along the top of the front of the building are the inscriptions:

The rectangular building is 102' wide along Appleton Street and 175' long along Maple Street. The triple main entrance is set inside a portico behind four piasters. The side of the building is nine bays wide with stepped back window and a central auxiliary entrance.
