Sarah Oatman Franklin was a lifelong resident and supporter of Llano, TX. She attended school in Llano through high school graduation, then earned a degree from Texas Christian University. She married and had two children.

During her long stay in Llano, TX, Sarah Oatman Franklin was on the Llano City Council, the Llano Railroad Association, a leader in the Episcopal church, helped the Women's Culture Club build the gazebo at the county courthouse, and helped preserve the old Llano Jail and its history. She also revised and republished her father's book, "Llano County: Gem of the Hill Country." She was also Director of the Llano's first Main Street Program and promoted the city's parks and courthouse square.

The plaque that honors her contributions to improve Llano is located at the entrance to the large gazebo she helped promote and get built. The plaque is facing the northeast corner of the County Courthouse square that is where W Main Street/FM 152 intersects Ford Street/TX-16.

The bronze colored citizen commemoration marker is a plaque mounted on a pole. The plaque has text above and below a white ceramic oval disc on which her photograph has been transferred. The text reads as follows:

"In loving honor and memory
of
Sarah Oatman Franklin
1937-2014

Sarah gave freely and tirelessly of herself
through many avenues in order to create and
promote a better Llano. She enthusiastically
continued a five generation legacy of the
Oatman family which helped found, develop
and support this community.

Future generations will long enjoy Sarah's
endowments, and she will remain in our hearts.

Therefore, it is with great appreciation for
Sarah's many contributions and
accomplishments on Llano's behalf that we
erect and dedicate this plaque to her."
