The memorial is a slab of cut stone, with two plaques mounted on it. One is for Corporal Smith, while the other is the Police Officer's Prayer. They read:

In Loving Memory

[Corporal Smith's Dallas Police badge, number 6613, noting him as a Senior Corporal]

Norman S. Smith

-----

Oh Almighty God, whose great power and
eternal wisdom embraces the universe,
Watch over all policemen and law enforcement officers.
Father in Heaven please give them the strength,
courage and perseverance to endure the unjust
condemnation, danger, and physical abuse
to which they are at times subjected.
We commend them to your loving care because
their duty is dangerous.
Dear God, grant these brave men your almighty protection,
Unite them safely with their families after duty has ended.

AMEN

A stone bench is also part of the memorial, with "In Memory of Norman Smith 1965 ~ 2009" engraved in the seat.

Corporal Smith's Findagrave page notes that he was born in France and raised in England, coming to Kaufman in 1980. He served in the Marines for four years before becoming a police officer, serving as a Deputy Sheriff in Kaufman County and then joining the Dallas Police Department in 1991, working as a patrol officer and then with the Gang Unit. He was killed on January 6, 2009 as he and his fellow officers attempted to serve an arrest warrant for aggravated assault. When Corporal Smith knocked on the door of the offender's apartment, the occupants resisted and opened fire; Smith was the only casualty, leaving behind a wife and two children. The shooter was sentenced to life in prison.
