Reference monument 28-85 is a reference point for Turning Point 145 on the Canada-US border line along the Niagara River. Established by the International Boundary Commission. The Lake Ontario and Niagara River stretches of the boundary were surveyed and marked by the International Waterways Commission survey of 1909-1913. There are 44 Turning Points along the Niagara River, with at least one reference monument for each point having been set in either Canada or the United States. (
