This coay of arms is of the council of Barbadás and was aproved on 1997
so we can see in (visit link)

"Is organized as follows: azure (blue), five silver crescents added to their gold stars; franco-barracks of silver, with thirteen roeles of azure. At the buzzer, royal crown closed."

I don't know the meaning of the five silver crescents, because I see four. I think one is covered by the roeles. And I don't know the meaninh of five and thirteen, Because the parishes are six.
