John Dugger
Capital Crescent Trail Visionary
In 1991, John Dugger saw the potential for the abandoned B&O rail line, from Georgetown to Silver Spring. To become a multi-use trail for greater Washington, DC. Together with Henri Bartholomot, John secured funds from the Intermodal Surface Transportation Efficiency Act (ISTEA) and devoted 20 years to developing and advocating for the trail. As a result of his leadership efforts and work by dedicated volunteers, this trail is the most heavily used in the region. Ongoing support is provided by the coalition for the Capital Crescent Trail. Montgomery County Parks and the National Park Service.
