This new-looking sundial is attached to a building on the north side of St Thomas Square in Salisbury. Given that the sundial shows Roman numerals "MM" I think it may have been placed for the millennium (2000).

The sundial appears
to be carved into a piece of slate or grey painted board. There is a
sunburst object that supports the gnomon with the hours 7(am) to 6 (pm)
indicated with a cross marking the noon position. The sunburst, gnomon
and lines are all coloured gold, as is the cross, with the numbers being
white.
The wording on the board reads:

The local
newspaper, The
Gazette and Herald, carried a story about the sundial dated 19th
October, 2000 that tells us:

A
sundial has been presented to Salisbury as a millennium gift
from the city's Universities of the Third Age.
It will hang on the upper storey wall of Sampsons Solicitors
in St Thomas's Square so that it is also visible from
High Street.
A 50-strong crowd gathered to see the sundial unveiled by
Deputy Mayor Ian Tomes. He said: "It is always encouraging to
see so many who love and care about Salisbury."
The three local U3As - Salisbury and district, Sarum and Spire
- have been working together on the project for a year after
it was thought up by one of their members, Phyllis Babb.
Under the sundial are the words: 'Time speeds up until it is
nothing, therefore use it before it is gone', chosen by U3A
member Anne Boutell.
Christine Dickson, chairman of the Salisbury and district
group, said: "We hope it will give pleasure and information to
the people of Salisbury for many years to come."

sundial is accessible 24/7 and is located at the posted co-ordinates. It
is advisable to visit during daylight hours if you need to check the
time!
