The plaque and its satellites read:

Bruce Lockhart Lions Club Park

In the summer of 1988 The Highland Village City Council approved Lions Club Park, a two acre tract at Highland Village Road and Chisum Trail. The city entered into a contract with the Lions Club for the development and upkeep of the park. The city owned the land, but the Lions Club became responsible for developing and maintaining it. The Lions Club worked with the Parks Board to plan the layout of the park and to supply much of the equipment and landscaping. To raise necessary funds for the development of the park the Lions Club held fund-raising activities to support the effort.

The park was dedicated in November 1988. The park was later re-named Bruce Lockhart Lions Club Park, after former Mayor Bruce Lockhart, an active Lions Club member. Bruce Lockhart, a Chemical Engineer and Real Estate Professional was the Mayor of Highland Village from 1989-1994.

On March 27, 1989 the Highland Village Lions Club was chartered by Lions International. The Highland Village Lions Club is dedicated to serving their nation, state, and community. The Club has a highly acclaimed Vision and Hearing Screening Program for day care centers and pre-schools in the Highland Village area. They also work at the Eyeglass Recycling Center, sponsor handicapped children to the Texas Lions Club Camp, sponsor Boy Scout and Cub Scout Troops, donate to the Leader Dog Program for the Blind, the Lions Organ & Eye Bank, the Texas Lions Foundation, and Lions Drug Awareness Programs. These are just a few of the many ways the Highland Village Lions Club demonstrates the motto of Lions Club International, "We Serve".

The individual plaques honor members of the Highland Village Lions Club that are no longer with us, who GAVE and SERVED!
