Located on the grounds of Houston's Veterans Memorial Park and created by Rose Toro, the artwork titled "Absolute Victory" was dedicated to commemorate the final victory over Japan, or more precisely "V-J Day": the day when Japan's surrender to Allied forces effectively ended World War II.

It was commissioned by the City of Houston and unveiled on Aug 14th, 2011.

Per an excerpt during its unveiling:

"[...] Absolute Victory is the result of [the artist's] study of the activities of all branches of the U.S. military in the second world war. "I started learning a lot of things I didn't know," said Toro, explaining that a vertical bronze plaque at the entry way to the memorial will detail in chronological order the dozen significant moments that are depicted.

"At each side of the entry are inlay reproductions of the WWII Campaign Ribbon," she added. "As a centerpiece framed with the shape of the Pentagon shape, there is a 24-inch victory medal to remind us of the courage, discipline and sacrifice of our troops at that time in history."
