Tarrant County Deputy Sheriff Frank Durwood Howell was killed in the line of duty on November 3, 1986 while checking out a suspicious vehicle in Fort Worth. He rests in peace at Greenwood Memorial Park, also in Fort Worth.

Deputy Howell's final resting place is marked by a modern, flat, red granite headstone on which his badge is complemented by "Deputy Sheriff". Ivy is at two corners of the inscription box, which reads:

His Findagrave page (see below) notes that he worked in law enforcement for fifteen years, beginning as a dispatcher in Lake Worth, and serving as an officer in Watauga, Richland Hills, Forest Hill, Benbrook, and Tarrant County. He was also a municipal judge in Saginaw.

At the time of his murder, he had been with the Tarrant County Sheriff's Office for one year, serving criminal warrants. While investigating a suspicious vehicle parked behind the Veterans of Foreign Wars building at 400 West Felix in Fort Worth, something went wrong as he questioned the vehicle's occupants. A scuffle ensued, and the assailant managed to take control of Deputy Howell's firearm, using it to kill Howell before fleeing the scene. He dropped his wallet, leading to his immediate identification, but fled to Mexico to escape justice for ten years. As Texas has the death penalty option in these cases, Mexico refused to extradite the bad guy. However, he stood trial there, and was sentenced to forty years in prison.
