Served in the United States Army during the Spanish-American War as a member of Theodore Roosevelt's "Rough Riders", and as a Major during World War I. In 1936 he was the Vice-Presidential Candidate on the Republican Ticket, running with Governor Alf Landon (and being defeated by incumbent President Franklin D. Roosevelt). During World War II, he served as Secretary of the Navy in the 3rd Roosevelt Administration, serving from 1940 until his death in office in 1944.
