He graduated from the United States Naval Academy in 1907 and served on the battleship Arkansas with the British Grand Fleet when it defeated the Germans at Jutland in World War I. He earned the Navy Cross for Salvaging the submarine Squalas, which sank in 1939. During World War II he was Deputy Commander-In-Chief of the United States Fleet and Deputy Chief of Naval Operations. He commanded the Western Sea Frontier and the Pacific Reserve Fleet from 1945 until he retired in 1947.
