Type of survey mark: 3-1/4" brass cap on a steel post, rising 8" in a collar of stones

Found two western junipers with faded BEARING TREE tags. Corner bears E, 42'0" distant from a wire fence extending N-S. In addition, there is a T-post next to the quarter corner.


What property is this mark defining?:
BLM land all around
