Mario Raul Schaerer Prono was a teacher, born in the 5th October 1952 , who died in captivity on the 6th April 1976, apparently under torture.
The plaque was placed on the 20th anniversary of his death and it's located in a decrepit park not far from the presidencial palace in the center of the Paraguayan capital.

En el 20 aniversario de la muerte por torturas en dependencias policiales de la dictadura rendimos un homenaje a todos los patriotas que luchan contra la impunidad y y por la vigencia de los derechos humanos en el Paraguay.
Mario: con tu muerte venciste a tus torturadores porque tus ideales fueron mas firmes que la cobardia de tus verdugos que tu sangre joven y la de tantas victimas perduren en la memoria del pueblo como un ramillete ofrendado en aras de la libertad.
