The FFA, (Future Farmers of America) is easy...but B.O.A.C....I have no clue.
If Googled all I got was British Overseas Airways Corporation...

This plaque is for the flag pole, and elevated garden and brick wall surrounding the area.

Located on the local Community Center lawn, along side the veterans memorial.
