This marina is located east of the beach in the center of Sarandë. It is also the fishing port of town and a the starting point for some guided boat trips for tourists.
The area has two bays for around 30 to 50 small boats, I don't know how much of them are available for non-locals. In the center there is a restaurant and facility center, the end of one pier seems to have some sort of open air cinema.
I could not find much information about the marina, Neither could I find any sign that is visible from land. (There is an additional marina west of the beach for larger boats and even ships. They do have their own web site, but do not mention this location.)
